What shall we
say then? There is no injustice with God, is there? May it never be! For He says
to Moses, “I will have mercy on whom I have
mercy, and I will have compassion on whom I have compassion.” So
then it does not depend on the man who wills or the man who runs,
but on God who has mercy.

When God has compassion on
us, it has nothing to do with us, but is based on His good purpose and plans.
We are not sovereign or omniscient (all-knowing), we cannot begin to comprehend
all that God is doing or planning. We have to trust that what He does is right
and good because He is righteous, good and just. He cannot be unjust. The
chapter goes on to say that God tolerates the “vessels of wrath” so that He can
show the riches of His glory to the “vessels of mercy.” God is always good, but
we better understand His goodness when we see the contrast with evil. (I am not
saying that He creates evil so that we can comprehend the good.) Even the
Israelites, who were the chosen race, are not all “vessels of mercy” because
some have rejected His faith, the faith which He gives. His compassion is like
Him, good, just and righteous. We may not understand why He has compassion on
some and not others, but we can trust that the reason is good and just. If you
struggle with this, ask Him to help you trust His goodness, to see the bigger
picture.
