But the Lord was gracious to them and had
compassion on them and turned to them because of His covenant with
Abraham, Isaac, and Jacob, and would not destroy them or cast them from His
presence until now.

Kings 13:23 New American Standard Bible (NASB)
This was a long
repeated cycle in the days of Israel ’s
kings; the people turned to idolatry, they were oppressed, they cried out to
God, He heard and delivered them, when things were good they turned to idolatry
again. It repeated itself over the course of many generations. But God always
had compassion on them. Never did He say, “No, you have turned away too many
times, I won’t save you this time.” He always had compassion when they
repented, He always saved them. His love is unconditional. No matter what we
have done, He will have compassion and mercy on us if we repent. Nothing we do
could cause Him to permanently reject us. He is always faithful. His compassion
is not based on our merit, but His love. Remember this never ending, unfailing
love of God! Let it give you strength and courage to turn to Him, and return to
Him.
"He will have compassion and mercy on us IF we repent" God does require that we repent and look to Him and when we do, He will certainly save us and love us unconditionally.
